Authorizes school districts, county boards of education, and charter school governing bodies to establish "Wait Until 8th" programs encouraging parents and pupils to refrain from social media use until at least grade 8

Amends existing Education Code Section 48901.8, which already permits schools to limit or prohibit student social media use on school sites or under school supervision
