CA SB1134

Requires the California Department of Social Services to seek a federal USDA waiver by July 1, 2027, to prohibit CalFresh (SNAP) recipients from using benefits to purchase soft drinks, candy, and prepackaged desserts

Mandates the department to seek additional federal waivers to prohibit CalFresh purchases of any food products classified as "ultraprocessed foods of concern" once defined by the Department of Public Health (regulations due by June 1, 2028)

Requires implementation of purchase prohibitions within 6 months of receiving any approved federal waiver from the USDA

Defines restricted items broadly: soft drinks include sodas, energy drinks, sports drinks, and sweetened teas; candy includes chocolate bars, gummies, hard candies, and chewing gum; prepared desserts are shelf-stable, ready-to-eat prepackaged sweets

Exempts 100% fruit/vegetable juices, beverages with more than 50% juice content, milk and dairy alternatives, plain carbonated water, and beverages with less than 5 grams of added sugar
