Prohibits business entities from bidding on or entering into contracts with the University of California if a UC executive currently serves or has served the business entity within the previous 12 months as a consultant, director, employee, advisory board member, or similar role

Bars business entities from UC contracts for at least 12 months after providing or promising compensation of $500 or more to any UC executive or their immediate family member

Defines "UC executive" as employees in the Senior Management Group, including those serving as or reporting to Chancellors, Vice Chancellors, CEOs, COOs, Chief Human Resources Officers, or General Counsel

Declares any contract entered into in violation of these provisions void, a risk to UC fund security, and contrary to public policy

Authorizes California taxpayers or the Attorney General to bring civil enforcement actions, with attorney's fees recoverable if successful, and requires courts to impose a 10-year contracting ban on violating business entities
