Expands access to forensic interview recordings from children's advocacy centers by adding child welfare agencies authorized to investigate child abuse and neglect to the list of entities that can request recordings without a court order

Currently, recordings can only be released without a court order to law enforcement agencies investigating child abuse, agencies prosecuting related criminal/juvenile conduct, and county counsel evaluating abuse allegations

Amends Section 11166.4 of the Penal Code, which governs children's advocacy centers that coordinate multidisciplinary responses to child physical abuse, sexual abuse, exploitation, or maltreatment investigations

Forensic interview recordings remain confidential, exempt from Public Records Act requests, and subject to protective orders when released through court proceedings
