Declares that wildfire spread is not an inherent risk of the deliberate design, construction, or maintenance of public water systems

Clarifies that public water systems have no duty to design, construct, or maintain systems for wildfire defense or suppression, and noncompliance with the new planning requirements cannot be considered a substantial cause of wildfire damages
