Prohibits landlords from evicting federal employees or federal contractors for nonpayment of rent during a government shutdown and for 30 days after the shutdown ends and backpay is authorized

Bars landlords from charging late fees, interest, or penalties on missed rent payments from affected tenants during the covered period

Requires courts to stay any pending eviction proceedings against covered tenants for the duration of the protected period

Tenants must provide written notice within 15 days of a missed payment and documentation such as a furlough notice or pay stub showing $0 earnings to qualify for protections

Deferred rent remains owed and must be paid within 30 days of receiving the first full paycheck with retroactive backpay; violations carry civil penalties up to $2,000
