Expands California's quarterly joint Reliability Planning Assessment (submitted by the Energy Commission and Public Utilities Commission) to include status updates on utility transmission upgrades, electrical grid infrastructure capacity, and substation expansions

Requires reporting on Public Utilities Commission approvals of certificates of public convenience and necessity and permits to construct utility and independent energy projects

Mandates inclusion of the Energy Commission's permit application status and Independent System Operator project queue, filtered by geographic region and energy resource type

Adds requirement to report expected completion dates (not just retirements) for both system and local energy resources

Requires reporting on fossil fuel use by facilities constructed by, purchased by, or under contract with the Department of Water Resources under specified Water Code provisions
