Requires the State Air Resources Board (CARB) to prepare economic impact assessments evaluating how proposed regulations affect low- and middle-income California households and disadvantaged communities, including direct and indirect impacts on family budgets

Mandates CARB transmit the economic impact assessment to the Legislature at least 6 months before any regulation adoption, amendment, or repeal goes into effect

Triggers a mandatory joint public hearing by appropriate policy committees if a CARB regulation would raise costs on low- and middle-income households and disadvantaged communities higher than the consumer price index

Prevents CARB regulations from taking effect until the required joint public hearing is held when cost thresholds are exceeded

Requires the economic analysis to be written in brief, clear language understandable by the general public
