Grants the Public Employment Relations Board (PERB) jurisdiction over unfair labor practice charges for Alameda-Contra Costa Transit District employees when an exclusive representative (union) elects to move bargaining units under PERB's authority

Requires the district to provide reasonable written notice to unions before making changes to matters within the scope of employee representation, allowing time for negotiations

Establishes that once a union selects PERB jurisdiction for a bargaining unit, that selection is irrevocable for that unit

Allows parties aggrieved by PERB decisions in unfair practice cases to petition for extraordinary relief in district court of appeal within 30 days of the final decision

Authorizes PERB to seek court enforcement of final decisions if compliance deadlines expire, with courts empowered to enforce orders through writ of mandamus
