Redefines "motor-driven cycle" to include electric motorcycles with motors under 3,750 watts producing 5 brake horsepower or less, in addition to internal combustion engines under 150 cubic centimeters

Prohibits vehicles from being advertised, sold, or labeled as "electric bicycles" or "e-bikes" if they have motors exceeding 750 watts, can exceed 20 mph on motor power alone, or can provide assistance above 28 mph

Replaces all references to "motorized bicycle" with "moped" throughout the Vehicle Code and updates the moped definition to require compliance with federal motor safety standards and all applicable equipment requirements

Requires manufacturers, importers, or sellers of electric motor-driven cycles or mopeds to disclose to potential buyers in all advertising that their insurance policies may not provide coverage for the vehicle

Prohibits operating off-highway electric motorcycles, motor-driven cycles, or mopeds on forest, brush, or grass-covered land unless the vehicle has been certified by an accredited independent laboratory with the certifying mark permanently displayed
