Prohibits foreign actors from purchasing, acquiring, leasing, or holding a controlling interest (51% or more ownership) in agricultural land in California, effective January 1, 2027

Defines "prohibited foreign actors" as businesses, governments, or their agents from countries designated as nonmarket economies under the Tariff Act of 1930 or identified as national security threats in the Director of National Intelligence's Annual Threat Assessment

Exempts agricultural land already held by prohibited foreign actors before January 1, 2027, land used for agricultural research and development, and federally recognized tribes

Authorizes the Attorney General to investigate violations, issue subpoenas, and order divestiture within 90 days; disputed cases proceed to superior court for evidentiary hearing

Sale proceeds from court-ordered divestiture pay costs, liens, and penalties up to 10% of sale price, with the original purchase price (maximum) returned to the prohibited foreign actor
