Mandates grant-administering agencies provide technical assistance, use a single standardized application across all entities, and offer advanced payments to initiate projects in a timely manner

Expands eligibility for grants to include public agencies, nonprofit organizations, special districts, joint powers authorities, public utilities, and mutual water companies

Requires the Secretary for Environmental Protection to annually publish a detailed list of all fund expenditures, including project locations, objectives, costs, funding amounts, and evidence of measurable reductions in plastic pollution
