Defines "skilled and trained workforce" as workers who are either registered apprentices or skilled journeypersons, with at least 60% of journeypersons being graduates of an approved apprenticeship program

Mandates monthly compliance reports to the Labor Commissioner including full names and apprenticeship program details for workers meeting graduation requirements; reports are public records

Establishes civil penalties of up to $5,000 per month for first violations and up to $10,000 per month for second or subsequent violations within three years when contractors fail to use a skilled and trained workforce

Provides exemptions when workforce shortages prevent hiring qualified workers within 48 hours of requesting them from local hiring halls, or during emergencies requiring immediate action to protect public health, safety, or the environment
