Establishes the Immigrant and Refugee Affairs Agency as a new state agency, headed by a Governor-appointed secretary subject to Senate confirmation, with the purpose of enhancing immigrant and refugee inclusion in California's social, cultural, economic, and civic life

Creates the Office of Immigrant and Refugee Affairs within the agency, led by the Statewide Director of Immigrant and Refugee Inclusion, and establishes the Immigrant and Refugee Inclusion Fund in the State Treasury

Transfers all property, unencumbered appropriations, and employees from other agencies performing immigrant and refugee functions to the new office, with civil service employees retaining their status and rights

Prohibits sharing personal information of immigrants and refugees outside the agency, limits interagency information sharing to demographics only, and bars use of agency resources for immigration enforcement activities

Requires the director to report to the Governor and Legislature by January 1, 2027, on programs serving immigrants and refugees, with biannual reporting on inclusion goals; the bill's provisions sunset on January 1, 2036
