Requires the Department of Health Care Services to create a public data dashboard by January 1, 2028, tracking Medi-Cal applications, enrollment, redeterminations, disenrollments, and terminations stratified by county and demographics including age, race, ethnicity, language, and gender

Mandates state outreach to Medi-Cal beneficiaries about new federal work/community engagement requirements enacted under Public Law 119-21 (July 4, 2025), including compliance instructions, exemption processes, and consequences of noncompliance

Requires Medi-Cal managed care plans to establish outreach and education programs for enrollees covering work requirements, due process rights when eligibility is denied, and contact information for community health workers and navigators

Counties must make good faith efforts to collaborate with community-based organizations on outreach, with all efforts meeting National Standards for Culturally and Linguistically Appropriate Services

Dashboard must track work requirement exemptions requested and granted, procedural denials, terminations, and appeals data with monthly updates accessible to the public
