Establishes a formal enforcement process where the Commissioner must issue an order to show cause if a company fails to comply, including a statement of charges, potential liability, and notice of hearing

Mandates hearings be conducted under the Administrative Procedure Act with at least 30 days notice before the hearing date

Allows companies to appeal Commissioner orders through existing administrative review remedies under Section 12940 or the Administrative Procedure Act

Clarifies these enforcement powers are in addition to existing Commissioner authority to impose penalties, fines, or revoke licenses under current law
