Authorizes the Department of Motor Vehicles to refuse vehicle registration renewal for owners or lessees with unpaid illegal dumping violation penalties and administrative fees related to Penal Code Section 374.3

Requires courts to electronically transmit itemized unpaid illegal dumping penalties to DMV, similar to the existing process for delinquent parking violations

Exempts vehicle renters and lessors from registration refusal if they provide the court with the name, address, and driver's license number of the person who committed the violation

Protects new vehicle owners by prohibiting registration refusal for illegal dumping citations issued before they took possession of the vehicle

Allows owners with outstanding illegal dumping penalties to file a certification that their vehicle will not be operated on highways, regardless of payment plan status
