Requires the California Public Utilities Commission to consider and approve applications from electrical or gas corporations to discontinue energy efficiency programs within 180 days of filing

Allows discontinuation if a program is not cost-effective according to standard PUC metrics

Permits discontinuation if a program is "not reliable," defined as forecasted cost-effectiveness or total system benefits falling significantly under forecast for at least two years in a four-year cycle

Allows electrical corporations to discontinue programs not being used to meet unmet resource needs in integrated resource planning frameworks

Introduced by Senator Strickland on February 19, 2026, and would add Section 384.6 to the Public Utilities Code
