CA SB1223

Prohibits California fairs from issuing invitations to bid or requests for proposals that limit bidding directly or indirectly to any single bidder when awarding service contracts

Declares any contract awarded in violation of this competitive bidding requirement to be void

Applies to all state fairs including the California Exposition and State Fair, district agricultural associations, county and district fairs, and citrus fruit fairs

Introduced by Senator Padilla on February 19, 2026, and requires majority vote for passage
