Transfers responsibility for preparing circulating titles and summaries for state initiative and referendum measures from the Attorney General to the Legislative Analyst.

Requires the Legislative Analyst to prepare ballot titles and summaries not exceeding 100 words that describe the chief purposes and points of proposed measures, including fiscal impact estimates.

Maintains the existing 30-day public review period administered by the Attorney General, who must then transmit public comments and amendments to the Legislative Analyst within 5 days.

Proponents must still pay a $2,000 fee when submitting proposed initiatives, which is refunded if the measure qualifies for the ballot within two years.

Implementation is contingent upon voter approval of Senate Constitutional Amendment 3 (SCA 3) of the 2025-26 Regular Session.
