Expands who can provide basic respiratory services to students with exceptional needs during the school day by allowing any qualified designated school personnel (not just licensed vocational nurses) to perform these services under supervision of a credentialed school nurse

Defines "basic respiratory services" to include suctioning, oxygen therapy as prescribed by a physician, routine tracheostomy care, and emergency procedures to maintain respiratory function until emergency personnel arrive

Removes the specific requirement that only licensed vocational nurses under school nurse supervision can perform basic respiratory tasks authorized by the Respiratory Care Practice Act in school settings

Requires individuals providing these services to demonstrate competence in basic CPR and have knowledge of local emergency medical resources

Maintains existing supervision requirements where services must be determined routine, pose little potential harm, have predictable outcomes, and not require nursing assessment or decision-making by the designated personnel
