Appropriates $408.4 million in deferred community college apportionment payments from 2025-26 to be paid in 2026-27, and adjusts Budget Act of 2023 and 2024 appropriations by reducing $67 million and increasing $10.8 million respectively

Establishes the California Career Passport Program with $25 million to create a secure digital tool displaying individuals' employment preparation, academic records, and credit for prior learning, administered by the California Community Colleges Chancellor's Office in partnership with the Cradle-to-Career Data Office

Extends Golden State Teacher Grant Program applications through June 30, 2026 (from 2025), providing up to $10,000 grants to students in teaching credential programs who commit to working at priority schools for 2 years

Requires UC to fund $86 million in revenue bonds for student housing projects at UC Davis ($43 million) and UC Santa Barbara ($43 million), and extends Cal Grant cohort default rate certification using 2020 rates through the 2026-27 academic year

Appropriates one-time funds totaling $171.8 million for various community college programs including $60 million for Student Support Block Grants, $20 million for emergency financial assistance to Dream Act students, $15 million for Dreamer Resource Liaisons, $15 million for Credit for Prior Learning Initiative, and $10 million for Healthy School Food Pathway
