Raises fines for commercial quantity dumping (1+ cubic yard): 2nd conviction increases from $3,000-$6,000 to $6,000-$10,000; 3rd and subsequent convictions increase from $6,000-$10,000 to $10,000-$15,000

Imposes higher fines on businesses with more than 10 employees: 2nd conviction rises to $6,000-$10,000; 3rd and subsequent convictions rise to $15,000-$25,000

Designates the Department of Resources Recycling and Recovery as the lead state agency to assist cities and counties in addressing illegal dumping

Requires the department to create a website with resources including educational materials, best practices, enforcement tools, and grant opportunities to help local governments combat illegal dumping
