Requires the State Air Resources Board to prepare and publish a supplemental standardized regulatory impact analysis when a proposed major regulation is materially changed after the initial analysis but before adoption

The supplemental analysis must update consumer cost estimates to reflect amendments made during the rulemaking process, including late-stage revisions before final adoption

The supplemental analysis must be made available for public review before the regulation is adopted

Amends Section 11346.3 of the Government Code, which already requires state agencies to prepare standardized regulatory impact analyses for major regulations addressing job creation/elimination, business impacts, and benefits to health, safety, and the environment
