Changes from legislative intent to an explicit requirement that Caltrans review the entire state highway system to develop a comprehensive approach addressing wildlife connectivity needs statewide

Requires Caltrans and the Department of Fish and Wildlife to jointly establish and update (biennially) an inventory of connectivity needs where wildlife passage features could reduce vehicle-wildlife collisions or enhance habitat connectivity

Defines "wildlife connectivity asset" as infrastructure that links fragmented habitats, reduces roadkill, maintains species movements, or improves ecosystem health while enhancing road safety
