Mandates that licensed contractors performing debris removal during declared federal, state, or local emergencies must pass an approved hazardous substance certification examination

Requires compliance with hazardous waste operations and emergency response requirements under Section 5192 of Title 8 of the California Code of Regulations for disaster debris removal work
