Grants the chairperson of the State Energy Resources Conservation and Development Commission (Energy Commission) an additional 5% salary increase for fiscal years 2025-26, 2026-27, and 2027-28

Extends the Energy Commission's authority to award noncompetitive follow-on funding for Electric Program Investment Charge (EPIC) projects from July 1, 2025 to January 1, 2028

Changes Energy Commission certification fees for large energy facilities from a capped $750,000 application fee to a $750,000 nonrefundable deposit plus actual processing costs, and increases annual certification fees from $25,000 to $70,000

Authorizes the State Air Resources Board to adopt fee schedules for deficiencies (not just certification and compliance) of motor vehicles, engines, off-road equipment, aftermarket parts, and emissions control components

Appropriates $132,175,000 from the Air Pollution Control Fund to the State Air Resources Board for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, funded from the Hino Consent Decree settlement, available for encumbrance until June 30, 2027
