Delays implementation of Class C license provisions for towing recreational trailers between 10,000-15,000 pounds from January 1, 2027 to January 1, 2029, and postpones court authority to suspend/restrict licenses for motor vehicle exhibition of speed violations from July 1, 2025 to January 1, 2029.

Authorizes Caltrans and local authorities to permit vehicles displaying Olympic and Paralympic Games decals to use HOV lanes, high-occupancy toll lanes, and other designated lanes on the games route network until January 1, 2029.

Appropriates $1,000 to Caltrans to support the Olympic games route network, with Department of Finance authorized to augment this amount as needed.
