Mandates the Energy Commission adopt standards by December 31, 2028 requiring new on-road vehicles of any weight class to incorporate grid-integrated vehicle and charging technology, with requirements taking effect no earlier than January 1, 2030

Expands existing definitions of bidirectional charging capabilities to apply beyond battery electric vehicles to include plug-in hybrids and vehicles with battery auxiliary power units

Requires at least three public workshops before adopting standards, with remote participation options and official records of all comments received

Allows alternative compliance mechanisms including market-based options, software updates, and electrical infrastructure investments, and permits the Commission to waive requirements for vehicle weight classes that have already achieved target levels
