Appropriates $584 million from the General Fund to the Public Employees' Retirement Fund to address unfunded pension liabilities, allocated across state employee categories: $273.98 million for miscellaneous members, $261.7 million for peace officer/firefighter members, $32.15 million for safety members, and $16.16 million for industrial members

Extends nonindustrial disability benefits eligibility to state employees in career executive assignments, effective October 1, 2025, for disability periods beginning on or after July 1, 2025

Requires construction contracts for the Golden Gate Bridge Suspension Bridge Seismic Retrofit Project awarded between January 1, 2025 and December 31, 2025 to follow lead safety standards that were in effect on December 31, 2024, rather than any updated regulations

Conditions the release of $3.3 million allocated for statewide collective bargaining for In-Home Supportive Services providers on enactment of additional legislation specifying the use of funds or passage of Assembly Bill 283

Makes technical changes to workers' compensation fraud assessment collection provisions and exempts related regulations from the Administrative Procedure Act rulemaking requirements
