Requires a peace officer or authorized person to review and approve camera images before mailing violation notices, which must be sent to vehicle owners within 15 calendar days of the violation

Mandates a 60-day public information campaign before enforcement begins, followed by 60 days of warning-only notices with no fines at each new camera location

Establishes strict data retention limits: image data must be deleted within 60 days after citation disposition, 6 months after a paid loading zone session, or 30 days if no citation is issued

Requires local agencies to report periodically to the Legislature on the system's impact, including citation numbers, safety data, and public concerns received
