Requires the California Department of Transportation to provide written notice of construction or maintenance projects on state highways in counties with populations of 250,000 or fewer

Notice must be sent to residents and businesses located within 10 miles of the project limits at least 14 days before work begins

Applies only to "rural projects" that include lane or road closures lasting 14 days or more

Written notice must describe the nature of the project, including planned closures and traffic detours
