Requires the California Public Utilities Commission by January 1, 2030 to consider procurement strategies for installing up to 40,000 megawatts of energy storage systems statewide

Directs the commission to consider setting procurement targets for load-serving entities to acquire cost-effective energy storage systems by December 31, 2040

Allows load-serving entities to meet up to 50% of any procurement target through self-owned storage systems, transmission/distribution-connected systems, or customer-side-of-meter installations

Mandates the commission reconsider procurement strategies and targets at least once every three years

Requires the remaining procurement beyond the 50% threshold to come through third-party agreements demonstrating cost-effectiveness to increase competition
