Requires all persons working on water- or chemical-based fire suppression systems to be certified or registered with the State Fire Marshal before performing installation, repair, inspection, or maintenance

Establishes three registration tiers: trainees (up to 1 year, must enroll in apprenticeship program), apprentices (enrolled in state or federally approved programs), and certified fire sprinkler fitters (requiring 7,000 hours/5 years for commercial or 3,500 hours/2 years for multifamily residential)

Mandates certified fire sprinkler fitters complete 30 hours of State Fire Marshal-approved continuing education every three years to maintain certification

Authorizes the State Fire Marshal and local fire authorities to inspect worksites, issue violation notices, stop work orders, and order removal of improperly installed fire suppression systems

Makes violations of the act a misdemeanor and requires licensed C-16 Fire Protection Contractors to ensure workers are properly certified or registered
