Requires the State Air Resources Board to annually assess greenhouse gas emissions from oil transportation in California, comparing emissions from imported oil (by country of origin) versus domestically produced oil, and publish the assessment online

Directs the State Air Resources Board to post a report on air quality impacts of potentially importing 5-10% of California's gasoline supply via tanker ships

Expresses legislative intent for the State Energy Resources Conservation and Development Commission to monitor and identify on its website which oil-exporting countries have documented human rights abuses or lower environmental standards than California

Requires the Energy Commission to annually share petroleum industry data with the Air Resources Board to support the emissions assessment, while maintaining existing confidentiality requirements

Prohibits the Energy Commission from using electric ratepayer funds to implement these requirements
