Establishes state policy to restore grizzly bears (Ursus arctos) to California, where they were extirpated in 1924 following the Gold Rush

Requires the Department of Fish and Wildlife to develop a public roadmap for grizzly bear reintroduction, including habitat suitability assessments, population modeling, identification of relocation areas, management procedures, and cost estimates

Mandates consultation with California Native American tribes, particularly those whose ancestral territories overlap proposed reintroduction areas, recognizing the grizzly bear's cultural, spiritual, and ceremonial significance to tribes

Requires the roadmap be submitted to the Legislature, Legislative Analyst's Office, and Fish and Game Commission by June 30, 2028

Prohibits actual reintroduction until scientific viability is determined, community engagement is completed, conflict minimization procedures are adopted, and regulations governing the taking of grizzly bears are promulgated
