Requires all California legislators and designated legislative employees to attend an orientation course on the U.S. Constitution and California Constitution, conducted alongside existing ethics training

Course must cover federalism, preemption, separation of powers, civil rights, the Bill of Rights, state constitutional rights, and the roles of the three branches of government at state and federal levels

Legislative Counsel Bureau, in consultation with the Joint Rules Committee, is responsible for developing and conducting the course

Members or employees who join after a session begins must complete the course within six months of assuming their position

Allows opting out of the course for those who pass a proficiency evaluation on the required topics or who are licensed to practice law in California
