Authorizes the State Water Resources Control Board to provide grants and loans to public water systems for addressing perfluoroalkyl and polyfluoroalkyl substances (PFAS) contamination in drinking water and source water

Funding may come from the Safe Drinking Water State Revolving Fund, federal Clean Water State Revolving Fund, or federal Emerging Contaminants in Small or Disadvantaged Communities grant program

Eligible activities include source water research, planning and design, treatment, testing, technical assistance, public education, and providing households access to drinking water services

Defines "disadvantaged community" as having annual median household income below 80% of statewide median, and "small community" as populations under 10,000 lacking capacity to incur project debt

Allows the Board to implement the program through a policy handbook or workplan exempt from Administrative Procedure Act rulemaking requirements
