Makes nonsubstantive technical changes to Education Code Section 99182 regarding the California Postsecondary Education Commission's annual higher education report

Updates language from "November 15, 1994, and each November 15 thereafter" to "November 15 of each year" and changes "which" to "that" and "Prior to" to "Before"

Reformats the list of graduate student undergraduate degree origins (institution, state, United States, other nations) from inline text to separate lettered subparagraphs

Requires no appropriation, has no fiscal impact, and needs only a majority vote to pass

Note: The California Postsecondary Education Commission lost all funding and personnel in the 2011 Budget Act, making this a cleanup of code governing a defunct agency
