Requires state agencies to consult with California tribes or federally recognized tribes within 60 days of a consultation request on specified agency actions, changing the current law from encouragement to a mandate

Expands consultation eligibility to include "California tribes" listed on the Native American Heritage Commission contact list, in addition to federally recognized tribes

Removes references to nonfederally recognized tribes and tribal organizations from the existing Government-to-Government Consultation Act

Mandates that consultations include clear, culturally appropriate communications and multiple engagement attempts in various formats

Amends Section 11019.81 of the Government Code; requires no appropriation and applies statewide without creating a local program mandate
