Disqualifies any person employed by U.S. Immigration and Customs Enforcement (ICE) between January 20, 2025, and January 20, 2029, from state civil service or exempt positions in California

Requires state employment application forms to disclose whether applicants have previously agreed to restrictions prohibiting them from seeking subsequent state employment

If the ICE employment ban is struck down by the U.S. or California Supreme Court, a fallback provision takes effect requiring applicants to disclose any prior employment with the Department of Homeland Security or its component agencies, including specific agencies and dates

Includes a severability clause allowing unaffected portions of the bill to remain in effect if any provision is found invalid
