Requires the California Transportation Commission to reach an agreement with Merced, Stanislaus, and Tuolumne Counties by December 31, 2030 to acquire and adopt county road J59 (La Grange Road) as part of State Highway Route 59

Mandates that the three counties complete agreed-upon road repairs by December 31, 2030, but does not require them to upgrade J59 to state highway standards before adoption

Extends State Highway Route 59's northern terminus from Snelling to the junction of Routes 108 and 120, effective January 1, 2031

Transfers maintenance responsibility for county road J59 from local counties to the state highway system upon adoption
