Repeals the Judicial Council's pilot program studying whether increased juror compensation and mileage reimbursement rates improve juror diversity and participation, which was scheduled to report findings by September 1, 2026

Requires the Judicial Council to submit annual reports to the Legislature by February 1 on trial court operations, including metrics on case backlogs, time to disposition, staff vacancy rates, court hours, and funding levels for each court

Authorizes the Judicial Council to sell three courthouses at fair market value: the Plumas/Sierra Regional Courthouse in Portola, the Modesto Main Courthouse and Hall of Records, and the Ceres Superior Court, with net proceeds deposited into the General Fund

Appropriates $4,690,000 from the General Fund to the State Court Facilities Construction Fund as a one-time backfill for fiscal year 2025-26

Eliminates several outdated Judicial Council reporting requirements, including annual reports on judicial administration standards, the State Trial Court Improvement and Modernization Fund usage, and timely case disposition statistics
