Restructures the Consumer Privacy Fund by creating three subfunds: Consumer Privacy Subfund (95% of California Privacy Protection Agency fines), Attorney General Consumer Privacy Enforcement Subfund (95% of Attorney General civil penalties), and Consumer Privacy Grant Subfund (5% of all penalties for grants promoting consumer privacy and children's online privacy education)

Increases various fees charged by the Department of Financial Protection and Innovation, including franchise registration fees rising from $675 to $1,865 and escrow agent annual license fees increasing from up to $2,800 to up to $7,215 per office

Authorizes the Department of General Services to sell, lease, or dispose of excess Department of Corrections and Rehabilitation real property upon legislative authorization, with revenues deposited into the Architectural Revolving Fund for redevelopment activities

Extends the Climate Catalyst Revolving Fund Program authorization from July 1, 2025 to December 31, 2031, renames the program by removing "Loan" from its title, and adds reporting requirements for federal funds used in climate projects

Expands California HOPE for Children Trust Account eligibility to include residents 18 years or older whose parent, Indian custodian, or legal guardian died from COVID-19 during the federal public health emergency when the resident was a minor meeting income requirements
