Prohibits franchise contracts for solid waste handling services entered into or substantially amended on or after January 1, 2027, from including force majeure provisions that excuse service during work stoppages related to labor disputes

Declares any existing force majeure provisions that excuse performance during labor dispute-related work stoppages void and unenforceable, regardless of when the contract was signed

Bars local agencies and employers from issuing or requesting sanitation, health, or safety orders to compel work during lawful labor disputes unless specific conditions are met

Permits emergency orders during labor disputes only when issued independently by an agency head with written findings of imminent public health/safety threats that cannot be addressed through alternative means

Applies to all California cities including charter cities, with the Legislature declaring this a matter of statewide concern
