Authorizes postsecondary educational institutions to seek temporary restraining orders on behalf of the institution itself, not just individual students, when facing unlawful violence or credible threats of violence directed at a campus

Expands the definition of "course of conduct" that can trigger a restraining order to include making telephone calls to the school campus or facility and sending correspondence to the chief administrative officer

Broadens the definition of "credible threat of violence" to explicitly include threats that would place a reasonable person at a school campus or facility in fear for their safety

Allows restraining orders to prohibit individuals from coming within a specified distance of a school campus or facility, destroying campus property, or contacting the institution directly or indirectly

Introduced by Senator Niello with coauthor Senator Ochoa Bogh on February 20, 2026; requires majority vote and fiscal committee review but no appropriation
