Defines service learning as an educational approach combining meaningful community service with instruction and reflection to support academic and civic engagement learning objectives

Requires the State Department of Education to develop an annual application process with criteria that may include designating a staff contact for service learning, providing professional development, and maintaining a dedicated service learning webpage

Designations are valid for 3 years, after which schools or agencies must reapply to renew their recognition

Department may revoke designations during the 3-year period if recipients cease to comply with program criteria
