Exempts collector motor vehicles manufactured before model year 1981 from California's biennial smog check certificate requirements, with the exemption expanding by one model year annually from January 1, 2028 through January 1, 2032, ultimately covering vehicles manufactured before 1986

Redefines "collector motor vehicle" as a vehicle at least 35 model years old, used primarily for shows, parades, charitable functions, and historical exhibitions rather than as primary transportation, and insured as a collector vehicle

Maintains existing full smog check exemption for all motor vehicles manufactured before the 1976 model year regardless of collector status

Requires collector vehicles that do not qualify for the full exemption to still pass exhaust emissions standards for their class and model year, plus functional fuel cap inspection and visual liquid fuel leak inspection
