Approves the memorandum of understanding between the state employer and State Bargaining Unit 6 (covering correctional officers and related positions) effective July 3, 2025, to July 2, 2028

Requires Bargaining Unit 6 employees to participate in Personal Leave Program 2025 (PLP 2025) from July 1, 2025, to June 30, 2027, receiving a 3% pay reduction in exchange for 5 hours of leave credits per monthly pay period (7 hours for Fire Captains on extended schedules)

Suspends the employer's monthly contribution for prefunding retiree health care (other postemployment benefits) for the 2025-26 and 2026-27 fiscal years, while employees continue their 4% contribution

Reduces Budget Act of 2025 appropriations by $120,242,000 total ($120,240,000 from General Fund, $1,000 each from special funds and nongovernmental cost funds) pursuant to the bargaining agreement

Establishes continuous appropriations to ensure Bargaining Unit 6 employees receive compensation if future Budget Acts (through 2028-29) are not enacted by July 1 of each fiscal year
