Expands governing board composition options for the Alameda Health System hospital authority, allowing the board to consist entirely of Alameda County Board of Supervisors members or include county officers and employees representing county interests

Permits representatives from local public entities that provide financial or other support to the hospital authority to serve on the governing board with Board of Supervisors approval

Authorizes the governing board to delegate day-to-day operational responsibilities to subsidiary bodies with relevant expertise while retaining ultimate control over the hospital authority

Allows the hospital authority to affiliate with or acquire ownership of additional public or private hospitals, clinics, or programs to further its mission after the initial county transfer

Clarifies that including Board of Supervisors members or county employees on the governing board does not disqualify the hospital authority from being considered an independent entity with administration and control of the medical center
